Angela is a trusted legal advisor to independent physicians and other health care providers who own their own businesses. She explains how the many health care industry regulations work within a client’s business realities and helps clients navigate national trends and local politics along with the law. She learns her clients’ objectives in depth to bring a strategic approach to day-to-day legal issues and special projects alike.
Angela frequently serves as outside general counsel to independent provider groups. In addition to routine contract drafting, Stark and Anti-kickback analysis, HIPAA compliance, and general corporate considerations, she helps practices transition to value-based reimbursement and, where applicable, to make the most of the shift toward higher acuity surgeries in the outpatient setting. Angela is also experienced in negotiating with many of the state’s predominant health systems on behalf of individual physicians and physician groups regarding service line management, personal services agreements, call coverage, and employment contracts.
Before focusing her practice on the business and regulatory side of health law, Angela defended physicians in malpractice lawsuits and now draws on this experience to offer proactive risk management advice. Angela uses her training and experience in clinical bioethics consultation to bring interdisciplinary insights to challenges involving the intersection of law and ethics.
Angela works side-by-side with her provider clients – often literally. “Of counsel” to McCarty Law, she also serves as the Chief Legal Officer for NOVO Health, where she manages legal projects and broader strategy implementation. On behalf of NOVO Health, Angela spends much of her time drafting provider and payer contracts and conducting regulatory analysis to support independent providers who offer their health care services directly to self-funded employers, often in the form of bundled payment programs. Angela manages the routine legal needs of many of the NOVO Health providers on an in-house basis. Working within the clinic environment has given Angela a first-hand perspective of the fast-paced business environment in which her clients must react to legal questions and concerns.

More About Angela
Angela devotes most of her free time to her three young kids, who make sure she doesn’t take herself too seriously. She and her husband (also a Marquette lawyer) live in Oshkosh, giving Angela just enough of a commute to fuel her audio-book habit. Like McCarty Law, Angela is originally from Kaukauna, where she discovered her passion for the legal field on a high school mock trial team coached by McCarty lawyer, Gregg Curry. Outside of work, Angela loves water sports, particularly kayaking and paddle boarding.
